时间: 2018-11-08

As a major side event of the 1st China International Import Expo (CIIE), the Forum on Fighting IPR Infringement and Counterfeiting was held on November 8 at the National Exhibition and Convention Center (Shanghai). The forum was jointly sponsored by Office of the National Leading Group on the Fight Against IPR Infringement and Counterfeiting (NLGO), the State Administration for Market Regulation (SAMR), and China Association of Enterprises with Foreign Investment (CAEFI), co-sponsored by Copyright Society of China (CSC) and China Trademark Association (CTA), and undertaken by Shanghai Administration for Industry and Commerce.

With the theme of "Cooperation, Innovation, and Co-governance", the forum has three special topics—"Strengthening International Cooperation, Innovating Governance Methods, and Constructing a Co-governance Pattern". NLGO Director and SAMR Deputy Director Gan Lin and CAEFI President Chen Deming attended and addressed the forum. Xu Kunlin, Vice Mayor of the Shanghai Municipal Government, attended the forum. CSC Chairman Yan Xiaohong and Chen Hongbing, Director of the WIPO Office in China, also attended and addressed the forum. Officials from Delegation of the European Union to China, the International Anti-Counterfeiting Coalition (IACC), the International Confederation of Societies of Authors and Composers (CISAC) delivered speeches at the forum. Officials from NLGO members, including the Ministry of Public Security (MPS), the Ministry of Commerce (MOFCOM), the General Administration of Customs of the People’s Republic of China (GACC), CSC, CNIPA, and the Supreme People's Court (SPC), and representatives of some industry associations and companies exchanged ideas at the forum.

On the "Constructing a Co-governance Pattern" topic, Sinofaith CEO Mr. Sun Kai said that the copyright fragmentation issue needs to be addressed with data and technology. He further explained that in the Internet economic environment featuring "rapid creation and quick realization", the traditional IP protection services can no longer meet the needs of current content creators facing the "copyright fragmentation issue". IP protection services that can implement IP transformation and realization while protecting IP represent the development trends to shape IP service industry's future. The Sinofaith-incubated "Knight of Rights" is such a service platform that can confirm rights online and realize paid reprinting. With 360-degree network-wide monitoring and intelligent big data mining, "Knight of Rights" is an original content service ecosystem that integrates copyright protection, network-wide data monitoring, multi-channel traffic aggregation, efficient content distribution, and article authorization management. This represents Sinofaith's innovative practice in protecting small and micro copyright holders.

As one of the major side events of the first CIIE, this forum aimed to systematically publicize the effectiveness of China's fight against infringement and counterfeiting, share international experience, and improve the level of social, global co-governance of infringement and counterfeiting. More than 230 people attended the forum, including representatives from relevant international organizations, foreign embassies in China, multinational corporations, NLGO members, local industrial and commercial (market supervision) authorities, domestic industry associations and companies, news media, etc.
